[Forum] selectable userclass

Description I think it would be a great idea to allow more than one userclass to access/post on the forums. Similar to how the news is viewed. This would be very helpful in the use in clans and other related areas. it would allow us to create for a example a admin only forum who could be viewed by only those userclasses selected.

That should already be covered in the new user-class system in 0.8
